Show 'settings' icon without label in the Echo archive page

Show a stand-alone 'gear settings' icon for preferences, and remove the 'Preferences' label, only showing 'Preferences' as a tooltip when you hover over that icon.

Vibha prepared a larger icon for this, which we would like to use instead of the small one. Kaldari has that icon.
