New API module with which claims can be created or modified. Has a required claim parameter that takes a serialized claim object (JOSN).

Having such a module makes sense due to viewing claims as atomic in diffing and by having a UI that allows editing various aspects of a claim and then saving it as a whole (after which one does not want to create multiple new revs).
