text entered for a student article should be reformatted if it's the url of the article

Description

On course pages, students will sometimes enter the url of the article they are editing instead of the article title. If a student enters a Wikipedia url, it should be automatically converted to the the intended article.

See, for example, this course: http://en.wikipedia.org/wiki/Education_Program:Red_Deer_College/The_World_Since_1789_%28WI13%29_%28WI13%29

As of now, a student has signed up to edit the article "Http://en.wikipedia.org/wiki/Soviet Union and the United Nations"

(Both http: and https: urls should be converted.)
