Add timestamp to enhanced-rc toggle

Description

Basically have the timestamp also be part of the expanding/collapsing toggle. This would require moving it to the other side of the flags, which would then appear between timestamp and page title.

The advantage of this is that then there would be more to click on to toggle a block - arrow is kind of small (especially for Bug 44853, but even in general the blue one can be kind of annoying) and it's not like the timestamp is being used for anything else.

Basically it would look more like in this: https://commons.wikimedia.org/wiki/File:Watchlist_3.png Making the timestamps a similar grey colour to the arrows in Vector might also make the functional connection more apparent there.

Is there a RESOLVED MORONIC?

There is a RESOLVED HUMOROUS (bug 29079).

But IMO this makes perfect sense and would be really nice.

Patch in Gerrit needs some reviewers added.

I'm going to close this out as patch author abandoned it, but it's not an awful idea. :) I'd recommend doing a ... much more thorough revamp of the RC layout though.
