Please create a private wiki for the ombudsmen commission, at ombudsmen.wikimedia.org or similar, with the same security configuration as the checkuserwiki, which is restricted access and restricted viewing.
Initial user account for creation could be mine - User:Philippe_(WMF) - with bureaucrat rights, and I will create further necessary accounts.

The wiki won't be on CentralAuth, so you don't really need the WMF prefix unless you want it.
