Personally I'd prefer to wait a few more days.
(I understand that you only received one answer in the first 8 days for the proposal, but now it seems like there finally is some discussion and opinions.)
I am closing this bug after an IRC discussion with Gryllida.
There seems to be 5 votes in favour of implementing local uploads, and two votes against (with varying degrees of certainty), so this clearly shows there isn't enough consensus to implement these changes (60% of votes in favour, when you only look at the maths).
Of course, this bug might be reopened when consensus is found in the future.
