Option to disable "your notifications" in personal tools

Description

I'm no longer able to disable the gray/red counter before "talk" in personal tools, see attachment 12003.
Disabling stopped working right before bug 46059 comment 2.

I would recommend against making this disablable; it should be one of the primary means for most folks to get updates on what's going on, and it takes very little screen space.

Per discussion with product manager and resolution of bug 46550, we've reimplemented this. You can now turn web notifications off, in which case the orange bar will return.

The core fix for bug 46550 was backported to 1.22wmf2 and the extension fix claims to be on 1.22wmf, so this should be running on mediawiki.org and en.wiki, but I don't see any such preference in any Special:Preferences tab and disabling all notifications including the Echo emails for talkpage edits does not remove the red counter nor restore the new usermessage bar. Does the fix depend on something among [[mw:MediaWiki_1.22/wmf3#Echo]]?
