Rather, it should not be forced to lower case.

Anyway, this seems to be a design choice of monobook and these are the consequences.

Surely it's more of a design choice of ULS to put the link up in the personal tools section.

Indeed, just like on #pt-userpage.

It seems Echo is exhibiting the same behavior (its notifications are all lowercase in Monobook), presumably due to the same issue (text-transform: lowercase; being opt-out rather than opt-in). Perhaps Monobook ought to flip its default and perhaps consequently this bug should be against MediaWiki core instead of against UniversalLanguageSelector. Thoughts?
