Splitting this off from https://bugzilla.wikimedia.org/show_bug.cgi?id=45447#c3 .

This would be done for security reasons (moving a previously accessible ticket to Security component).

In the past, bug e-mail has been temporarily disabled for large changes that would've otherwise spammed a lot of people.

I know, and I don't feel like making people miss this one important bugmail which was never ever sent to them, because somebody temporarily disabled bugmail without any chance for others to get aware of that.
