1)For general users option to view public filter and its logs only .
Currently
non sysop-non right user has to brows unnecessarily list of private filters

This is by design; make the filter public or assign proper permissions to view logs/private filters to the groups you want.
Alternatively, you may be looking for bug 18476.

*I suppose bug 18476 takes care of it partially on abuse log side only

*1)I was looking for We should be able to give link to Special:abusefilter page to to non-admins from message "mediawiki:Abusefilter-edit-denied" to only list of only list of open filters. What we are looking at bug 45195 would gets help with this enhancement.

*2) At Special:AbuseFilter If we can click column heading to sort for filter id,status,last modified,hit count we are looking for simmiller for visibilty and in another bug we asked for consequences heading. I hope this should be easy
