link to "depends on"/"blocks" in HTML bugmail [fixed in Bugzilla 5.0]

Description

I frequently receive emails with notifications that a new bug was added as a blocker to a bug that I am following. It includes a link to the blocked bug, but not to the newly added blocker. It would be very useful to have a link to the new blocker, too.

We could use the same local hack Mozilla uses, see "patch v3" on https://bugzilla.mozilla.org/show_bug.cgi?id=752400 . Should be easy enough and would *immensely* increase the value of the bugmail.

I could try applying it myself if Andre greenlights the idea :)

I just in the long-term need to come up with a plan how to maintain all our Bugzilla patches for the next upgrade (upstream Bugzilla 4.4 around the corner)...

Though not sure how easy it would be to make it send email. :-/
