Language selector increases the height of the page unnecessarily

Description

Assumptions:

$wgULSPosition = 'interlanguage';
You can change UI language.

  1. Go to wiki with ULS with above setting
  2. Click the cog
  3. Click ... to open language selector

Observed: Language selector opens in middle of the screen at very bottom of the page
Expected: Language selector opens higher up to not make the pager higher than needed.

Maybe also horizontal positioning could be though about.

The language list should be shown in the same way as the language settings panel. The triangle that connects the panel to the cog icon and the position should be preserved.

In the example "input settings" are used, but the same applies for the Display language.
