Echo: do not send talkpage notifications if the edit is both made by a bot-flagged account, and marked as minor

Description

The existing framework doesn't detect minor edits by bots - this is great for things like archiving and SineBot. Duplicating it in Echo would be good to avoid user annoyance and unnecessary noise.

I still want to receive notifications when HostBot mentions my name. So, I would rather be able to create a [[User:Technical_13/Bot-blacklist]] then have all minor edits by bots ignored.

Name mentions are different things; this is about talkpage notifications.
