When I go to the search field, and click on the IME menu > "More settings" the Input methods dialog apears disconnected from the cog.

Note that we cannot show the settings panel reliably if it is shown near to the cog icon because of potentially weird position of input fields in the screen. Top-center seems to be optimal in this case, IMHO
I agree with Santhosh here. Setting this as wontfix now. Moreover, it has more disadvantage of changing current behavior than possible benefits.
