Special:Contributions "latest" and "newer" incorrectly linked

Description

The "latest" and "newer x" links are always linked even when there is no newer edits. Clicking on "latest" ends up at the same page, and clicking on "newer x" goes to an empty range.

Only found on 1.22wmf3 sites.
