A "tempo" attribute could be useful to set the initial tempo for the MIDI output (and consequently for the OGG output).

Just for reference, its possible to work around this limitation using "raw" mode.

It is possible to do this even without raw mode, using a \tempo (and also hiding it if desired). See https://en.wikipedia.org/wiki/Cwm_Rhondda. Admittedly it is not the most discoverable feature.

The \tempo tag is as discoverable as any other feature that lilypond offers. It is also outside the scope of including in the tag, as tempo changes are quite common in music. Closing as Declined.
