Enable Translate extension on Wikimedia Commons

Description

The Commons community decided — with an overwhelming consensus — to enable the Translate extension.

Since there hasn't been any discussion about configuration details, we'll just go with the default settings for now (with bureaucrats being able to add and remove users from the 'translationadmin' group) and with settings suggested by Niklas in T43585#452071.

If the community decides to allow admins to add and removes themselves from that group, I'll fill another bug and commit the necessary patch.

Niklas, can you take this, check the config and schedule it for i18n deploy?

Also some ULS-related issues might need to be solved before that Gerrit patch is approved.

He just meant the dependency there seems to be on ULS according to other comments, and any other possible configuration oversight.

Ah right. You need to enable ULS (with $wgULSEnable set to false for the time being).
