Categories link at bottom of article points to wrong place

Description:
(Sorry, I've reported this & asked for help in 3 different places & gotten no
response, so I hope this is the right place to report it.)

When an article is in a category, the automatic link at the bottom of the page
is of the form Categories: catname. Clicking "Categories" takes you to
Special:Categories which is totally worthless. It needs to go either to
Wikipedia:Category for an explanation or else to the top-level browsing
hierarchical category, probably Wikipedia:Browse by category, which would be my
preference. (elf)
