Rephrased to "Whitespace characters should not take a pre-annotation unless they have non-whitespace after them in the annotation". This means that we have to evaluate whether pre-annotation should take place on insertion against both the content and the context, but then re-evaluate on the first non-WS character in a potential pre-annotation. This could get messy.
