No-Connection Modal Dialog to Connect (or Not)

Description

When clicking the arrow button to upload an image, if a data connection isn't detected, it would be nice to be prompted to activate a connection or to choose not to activate the connection (implying no attempted upload). Currently, it seems that if a connection isn't active, the upload attempt proceeds and fails, and then the image is sort of stuck in limbo.

I think I'd prefer a non-modal notification, and clear indication that the to-be-uploaded image is ready to retry when you're connected.

Primary use case I'm thinking of is traveling, taking photos with your phone, but with data roaming disabled. You probably don't want to turn on data roaming for an upload (expeeeensive!), but would rather wait until you get to a wifi area to reconnect and start uploading.

Yes, I think that does the trick, too. Good idea. Main thing is to be able to get the image out of the "Failed" limbo within the Uploads section and into perhaps a "Ready for Upload" section.

Actually that reminds me -- I was thinking of creating distinct "Ready to upload" and "Uploaded" sections in the list, with "ready to upload" always on top. Might make things conceptually cleaner than just sticking them at the top of the list.

As the Mobile Apps Team is focussing on the new, native Wikipedia app, the Commons app is no longer being maintained by the Wikimedia Foundation. I am WONTFIXing all open Commons app bugs to reflect that we will not be spending time fixing them.
