Description

Even though the edit notices appear above text, they don't appear above overlays, e.g. block phantoms.

See also bug 49275. The layer the phantoms are added too needs to be put below the layer of toolbar, edit notices and save dialog etc.

This has now been fixed by Rob; marking as such. I hope we can deploy this to production soon, possibly tomorrow.
