apostrophe issue in geocoordinate UI

Description

Wikipedia seems to mostly use ′ for geocoordinates but the UI expects '. This prevents easy copying from Wikipedia.

Wikipedia coordinate display also uses the character ″ , which is U+2033 DOUBLE PRIME, which is the correct character for denoting seconds of arc.

Obviously, the ordinary single and double quotes should be accepted as alternatives on input, but both of these correct characters should be supported for input of geocoordinates, and the correct characters used for output of geocoordinates in the Wikidata interface wherever possible.

The patch have been merged and deployed.

Verified in Wikidata demo sprint 22-9
