Huge difference between 00,999 and 01,000 in TimedText (currently synchronized on a 1/4 second interval)

Description

I've tried to manually adjust subtitle-pages (Timed Text) and in many cases a line of text that is supposed to be shown at 00,999 is shown too early, but if I change it to 01,000 it's shown too late. There seems to be some sort of gap there.

I've tried in many clips, the latest is this one: TimedText:Aliona Moon - O Mie presentation (Română).ogv.ro.srt

If you see the history (http://commons.wikimedia.org/w/index.php?title=TimedText:Aliona_Moon_-_O_Mie_presentation_(Rom%C3%A2n%C4%83).ogv.ro.srt&action=history) you can see that I've tried really hard to fix it.

(P.S. I don't really know Romanian)
