Cannot reproduce, and a few other people in the office either. Please attach a screenshot if this still happens after clearing your browser cache.
It still happens randomly but not always... in Firefox.
How can I catch a screen persisting for less than a second, or am I allowed to edit DOM to emulate it?
Maybe it works when <!-- If custom Wikimedia skin --> is placed before <body>?

If the index.css was included inside the body before like in comment #4 that might have been the culprit? That is not the case anymore. Perhaps it is now fixed?
