Allow i18n for messages from Validators

Description

The issues reported by IllegalValueExceptions and Validators (via ValueValidators\Error) should be localizable, so they can be presented to the user in order to indicate and issue with the input they provided.

IllegalValueExceptions should probably not be localised. Messages from validators however should, so the bug stays open.

Changing the description accordingly.
