Tagalog is not shown in "Common languages" in the Philippines

Description

When using wikis with ULS from the Philippines, the regional languages of that country, such as Cebuano and Ilokano appear in the "Common languages" section of ULS, but Tagalog, which is the most common language of that country, does not appear there.

This happens because CLDR lists that languages under the 'fil' code, while ULS uses 'tl'.

Two things are needed:

  1. Redirect 'fil' to 'tl' in langdb.
  2. Make the ULS extension support loading common languages through redirects.
