Remove ArticleFeedback extension from Wikimedia wikis

Per comment by Fabrice Florin on bug 49967:

We're talking about a very old piece of software [i.e., ArticleFeedback] which
we no longer support and should probably discontinue -- then upgrade to AFT5.

Upgrading to AFT5 presumably requires community consensus. The fact that ArticleFeedback is no longer actively maintained is a sufficient reason for uninstalling it, though, so I suggest we keep the two issues separate.

The following wikis still run ArticleFeedback:

  • eswiki
  • eswikinews
  • hiwiki
  • huwiki
  • metawiki
  • ptwiki
  • ptwikibooks
  • srwiki
  • zhwiki

I would like to ask for help in reaching out, providing notice, and securing consent.

On Meta it is only used for the 2011 fundraiser pages in [[m:Category:Translation/Fundraising 2011/all]], so I think removal of it there would be uncontroversial.

We already organised switching this off. We sent out notices, informed projects, the whole shebang. Then Roan informed us he'd killed the extension in January when it started acting funny after the migration.

I'm not entirely sure why I'm CCd on to this bug, since AFT5 is no longer anywhere near my domain of responsibilities, but.
