At the moment I can't see any user-facing way to identify what templates on a project do or not have TD available for them. It would be great to have some mechanism that can do so - otherwise users are hunting blind when it comes to identifying what templates need it.

It can't be used to find pages without this prop, but this is needed to find pages where TemplateData is missing. A special page sorted by transclusion count would be the best solution for this part of the feature request, I think.
On en.wikipedia there is a page https://en.wikipedia.org/wiki/Wikipedia:TemplateData/List where all pages with TemplateData sections are displayed. This is periodically created from a script https://en.wikipedia.org/wiki/User:Salix_alba/TDList.js which in turn uses the page with props api call.
