I abandoned the patch because it would no longer merge, and I didn't thin it was useful to rebase it. Can be resubmitted as a new change once it needs to be.

I wonder if we should just move to get this merged and deployed, or if we should advise Ad to give it another try with community consensus.

Hmm. I've read https://meta.wikimedia.org/wiki/Requesting_wiki_configuration_changes which is linked from the keyword "community-consensus-needed" and that states:

Gather local on-wiki community consensus for the change;

• Start a discussion at the community portal, village pump, or other major discussion venue, and give time for a consensus to develop.
• In the case of a very small and low-activity community, it should be enough to show that you have tried to gain consensus, and that you have given an opportunity for objections.

To me it seems that https://nl.wikipedia.org/wiki/Wikipedia:De_kroeg/Archief/20130707 qualifies, so I'll assume there is enough ground to enable extension EducationProgram on Dutch language Wikipedia.
