MobileFrontend: User button tooltip is broken

Description

On the Beta site, if you hover over the User button (the man with the number), it shows the tooltip message "<mobile-frontend-user-button-tooltip>". Probably just needs the i18n message added to one of the ResourceLoader modules.

Yeh I suspect the resource is being added in the wrong place. Should be easy to fix.
