MonoBook shows bogus 'What links here' etc on special pages

Description

MonoBook's "toolbox" section shows bogus "What links here" and "Related changes" links even on
special pages (including search and 'bad title' error display). These should not be shown.

Fixed in cvs by adding a new phptal condition and changing templates
