Visual Editor: Need a GUI way to link to page sections for users who don't know Article#Section format

Description

Currently it is only possible to add links to specific sections of articles if one knows the Article#Section format. There ought to be a way of doing this in the link selector GUI.

A usable fix for this bug possibly depends on the solution to bug 50945 in terms of how link piping is handled in the GUI as in article space section links are almost always piped.
