Can you explain why this is needed compared to the current situation, where this is no tooltip.

I deeply apreciate you have put in lot of hardwork in design and impementation of ULS,and we are enjoying the benefits.

But on the ground ,for example,Our edit filter no 56 at mr-wikipedia last 5 edits filtered were consisting following text

*docter vikaram sarabhaichi vidnyanavishai mahiti

*saystriya mahiti

The other user experimentations were
*Aatanvad,what i s inventory,marathi

So out of last 5 user efforts on special sand box page 4 were very much Marathi words with roman script.Clearly this is not vandalism but trial and error to learn Marathi typing because user is opting for given link to the sand box for the purpose.They are doing efforts but clearly those are failurs to understand the nitty gritty of input methods provided by ULS.

For me as admin who is interested in providing best user support,That I have been focused on for last 8-9 years on mr-wiki, I will prefer to knock out every possibility that is being missed by the fellow marathi user, who is using roman script.And not having tooltip also is one of the knock-outable possibility to me.

We have tried a sign without tool tip , May we try atleast for short duration with tooltip so we will understand whether we benefit or not.If not benefitted we can always remove the tool tip.

Specific links in bug reports are welcome, so the problem can also be directly seen and analyzed by others.

What this bug simply says is just providing icons has not been sufficient and not effective until the end user understands that facility is available.As such I have given detail enough statistical study on ULS feedback page .Also I am not harping too much on this bug.

In order to address the learnability of input methods, a help action is now provided next to the selected input method. For example, for one input method for Marathi it links to https://www.mediawiki.org/wiki/Help:Extension:UniversalLanguageSelector/Input_methods/mr-inscript

This should allow new users to learn the keyboard mapping and avoid the trial and error mentioned in this bug. I think his is more useful than the tooltip (the whole callout menu already communicates that you are selecting a language for your input and adding another step would be extra noise in my opinion).
