In SecurePasswords.php the global variable $wgSecurePasswordsSpecialChars is spelled $wgSecurePasswordSpecialChars. (Note the missing "s" character after Password.)

This caused a problem when I tried to force users to use a special character.

Durga has chosen this bug as her first MediaWiki contribution.

Durga, fixing this bug seems simple but you will need to test it before
committing the change, and this might be more complex. You need to get a
fresh MediaWiki, install the patched extension and test. If you have questions of any kind you can ask them here. Thank you for volunteering!
