Related sites in sidebar should use <h3> and not <h5>

Sidebar at https://de.wikivoyage.org/wiki/Benutzer:Rillke?uselang=en

Somewhere in the past the level of the headings in the sidebar changed. Both levels were supported for a period of time but now the CSS that made them looking the same was removed.

Please note that this makes the master version of this extension incompatible
with MediaWiki 1.20 and older; the tags for ExtensionDistributor are set
sensibly, so this shouldn't be an issue, but it might be worth noting
somewhere.
