Limn: expose tab names in URL

Currently if I visit a Limn dashboard, such as http://ee-dashboard.wmflabs.org/dashboards/enwiki-metrics, I can see that there are three tabs on this dashboard: Edits, Reverts, Registrations. Each of these is identified like "http://ee-dashboard.wmflabs.org/dashboards/enwiki-metrics#registrations-graphs-tabs". However, this is not exposed in the URL if I click on to one of these tabs.

This means that if I refresh the page, share a link, or otherwise return to the dashboard, my tab state is not preserved. This is deeply annoying, because it means that while tabs are used to organize dashboards, you can only link to the dashboard as a whole or individual charts. Please add these tab names to the URL, just like section headers are exposed in the URL on MediaWiki.

Page.js is eating the fragment, otherwise this should work. but yeah annoying and this needs to be fixed.

We just pushed the fix to the limn instances except for reportcard.wmflabs.org; deploying the fix to reportcard.wmflabs.org will happen once we have updated the instance to the latest dev branch.
