FlaggedRevs shall be enabled for OCR Index and Page namespaces for ru-wikisource

Description

Since FlaggedRevs is enabled for main namespace, and OCR Index and Page usually included in main namespace, FlaggedRevs shall be enabled for them as well, to prevent "rechecking" all pages in main namespace with inclusion of Page or Index.

"Site request" type bugs should normally be accompanied by a link to a full community discussion and consensus.

However, this request is really a simple correction to the previous request to enable FlaggedRevs at ruwikisource, and it is obvious that this misconfiguration is causing headaches for the community there, so I have put forward the code change regardless. If anyone disagrees please say so.
