Description

Labslogbot creates shell request pages for users who -- according to Ryan -- did not complete the registration process for example by not mastering the captcha. (examples: Jimi1337, MKar).

Labslogbot should only create shell request pages when a user "properly" exists in MediaWiki.

The patch was merged last month, and I haven't seen any more manifestations of this bug appearing. Thanks!
