For most users, we're delivering a VE tour of the editor via GettingStarted. For users on blacklisted browsers, we are giving them a tour of the wikitext editor.
Right now the expected wikitext steps after the user clicks "edit" are not being delivered. The expected steps are pointing at the Preview and Save buttons. Tested and confirmed in IE 9 and 10.

Change 77488 had a related patch set uploaded by Mattflaschen:
Fix detection of VE to use isAvailable
As of the latest masters, it was wrongly detecting VE as loaded, when it was just present. Thus, it was showing the VE tour but linked to the wikitext button.
