Account creation API is already there ([[mw:API:Account creation]]) but it doesn't really work on WMF wikis due to CAPTCHA (bug 46072) thus unusable for WLM apps.
Marking as a duplicate of bug 46072 because when bug 46072 is resolved, this bug (asking for an API to use for WLM, which is held on Commons) is resolved too at the same time.
