At the moment each entry in the monuments_all table contains a "municipality" field. Because country subdivision structures are very different from country to country (see https://en.wikipedia.org/wiki/Table_of_administrative_divisions_by_country ), this field is (ab)used for all sorts of subdivisions.

The statistics should be made per adm level for all levels or if that becomes to expensive, to a level that can be configured.

After this the municipality field can be removed.
