Mark of translation pages screws with tvar's in /en translation.

Description

I've been having some chronic issues with translation variables breaking for a section when the page is marked for translation (my chronic issues are coming from changing the privacy policy often) The variables only break on the /en translation (they appear to work normally on the base page and other translations) and so are most noticeable when it's a transcluded page or template being changed. I've seen this a couple times on multiple pages but providing an example here for explanation:

I do not know if this is related to the time outs we keep having (see bug:53769) which is why I'm keeping this separate for now.

This bug is pretty the same as bug 46925. I close this one in favour of the other, which has a longer history.
