The link in the user's preferences goes to a page that says "No such special page" (https://test.wikipedia.org/wiki/Special:MWOAuthManageMyGrants), because we don't register that special page unless it's the central wiki.
Either the link needs to go to the central wiki, or make the page available elsewhere.

Or we could register a special page that redirects to the version on the central wiki. Which would be nice for people who try to go to Special:MWOAuthManageMyGrants manually on a local wiki.
