I've submitted a patch but I cannot promise anything about the time it will be done.

For now you can add the following code to [[ta:MediaWiki:Common.css]] (with line breaks removed, of course):

#p-logo a { background-image: url("//upload.wikimedia.org/wikipedia/ta/thumb/e/e3/Tamil_wiki_10th_anniversary_4.png/175px-Tamil_wiki_10th_anniversary_4.png") !important; }

Please be advised, though, that this is a short term solution, and you will make the developers unhappy if you leave it there for too long!

the file doesn't appear to be protected. (although I can't read the language so who knows)

Can't you change it? We've changed in the past one time.!

Looks like they "fixed" it through MediaWiki:Common.css; for the future, these kind of requests should be handled by overwriting the logo on Commons, and then reverting it there (by Commons admins since most logos are protected); it's much easier and faster to do.
