does it mean that if the author is trying to go to any of the wiki page but if it doesn't redirect to it then should the author be notified?

@Rammanojpotla: It means that when anyone changes a redirect page to a non-redirect page, Echo should trigger a notification to the author. (But I personally don't know or understand why it should be "the author".)

I don't understand Portugese, but maybe it's meant that Echos notifications a page creator gets about "his" page, a redirect to article converter should get as well. (Even though I think this kind of notifications which alert because of important changes concerning pages should be sent to watchers and not to creators.)
