CirrusSearch doesn't update pages when the lose links. When a page that used to link to a page now doesn't, CirrusSearch should consider that page for link updates.

I've added https://gerrit.wikimedia.org/r/#/c/88789/ which exposes which links are removed to the LinkUpdateCompleted hook which is required for this. I do have a half-working copy of a fix for this sitting around on my sandbox in the better_links_update branch.
