Just requires a call to MassMessage::getDBName() in the parser function.

I'm a bit confused by this bug. Is the idea to catch {{#target:foo|invalid.wiki}} on (input list) page save? Or something else?

Yes, basically that. The patch makes it so that instead of the typical output (a link to invalid.wiki/w/index.php?title=foo), a red error message that says '"invalid.wiki" is not a valid site'.
