Description

The 'vector-noexperiments' preference, funnily, should not be in Vector. It doesn't do anything for it anymore (all of the experiments it might have controlled have been removed per bug 45051).

I have been told it is currently used by the Thanks extension. It should be stripped out for WMF use, if necessary, or just should not be used.
