Are you talking about the input list/pagegenerator? If so, that already works.
Otherwise, what's the use case for reading "p q#" from a text file? I can't think of when that would be more advantageous than using commandline parameters.
Adding generators for the target pages is bug 55005.
It wont be faster to have the command line arguments in a file.
