There is no option in the preferences for disabling or enabling the notifications about right changes. They just get sent onwiki & by mail, even if one has not enabled e-mail notifications for any other (configurable) event.

'user-rights' is under the category 'system', which has 'no-dismiss' => array( 'all' ) set.
The only other notification in 'system' is welcome, which needs to have no-dismiss set to not show up in preferences.
We should create a separate category for 'user-rights', and allow it to be dismissable.
